Proposed Urban Framework Plan for the Abbey Creative Quarter (November 2013)

A draft masterplan for the Smithwick's site and Bateman Quay was presented to Kilkenny Borough Council at a public meeting in City Hall on the 5th of November 2013.

 
 

The draft masterplan was then placed on public display for a 6 week period, during which time the Council received 38 submissions from members of the public and statutory authorities.  The Chief Executive’s Report on Submissions to the Draft Masterplan was presented at the Council meeting on the 17th November.  This report is available to view here>

As a direct result of this consultation exercise, the Council is carrying out further work and assessment in relation to archaeology and impact on the environment, in particular the River Nore.  This is now underway.  When complete, this work will further influence the proposed masterplan and may result in material changes to proposed layouts, uses, etc.

A Public Meeting will be held in City Hall, High Street, Kilkenny at 5pm on Tuesday the 5th of November 2013 in relation to the proposed Urban Framework Plan for the Abbey Creative Quarter. 
 
A presentation will be made by the Project Architects.
 
The acquisition of the Smithwick’s Brewery site from Diageo by Kilkenny Borough and County Councils is a significant event for Kilkenny which presents the city with a unique opportunity in the early years of the twenty first century.
 
The proposed Urban Framework Plan sets out guidelines for the design and delivery of: -
 
A new linear park on the banks of the Nore. 
A new landscaped walk along the City Walls and Breagagh River. 
Conservation of historic buildings on the site.
New public, landscaped spaces including a public square at St. Francis Abbey.
Sustainable and energy efficient strategies for individual buildings and the overall site.
A university quarter centred on the regenerated industrial buildings to be retained on site.
A new residential / student residential district.
Indigenous and international knowledge economy uses on key sites.
Cultural, retail and tourist related uses on defined sites. 
The proposed plan also identifies a phasing mechanism to ensure the delivery of the development by the public and private sectors, over the next 10 to 15 years, subject to the vitality of the local and national economy.
