I live on the Kwell Road.

HGVs account for 60 % of the traffic on the Kwell road and approx 40-50 HGVs per hour are using this road. These levels of HGV traffic on the Kennys well road, Freshford road, Butts Green, Lord Edward street are not mentioned nor addressed in the County or City Development plan.

It should be noted that Council management are fully aware of the situation in relation to HGV traffic on these streets having been informed in public meetings and in writing. Please note that the council has erected signs directing HGVs from the waterford road to the Kennyswell road and is therefore responsible for the current situation.

On Thursday 15th August, for example, outgoing cars were forced onto the wrong side of the road owing to the presence of HGVs queueing to enter Chancellors Mills. HGV traffic is out of control on the Kennys well road.

Therefore, please advise if a road safety audits have been carried out in relation to HGV use of the Kennyswell road, Butts Green, Lord Edward Street and the Freshford Road in relation to the HGV traffic.

I live in Rothe Terrace which is part of the St Marys ACA. The draft development plan includes a number of objectives (SMACA Nos 1-5) for this area.

These include protecting Kennys well and its setting, and protecting the residential character setting and appearence of Rothe Terrace.

Why then is the council directing HGVs onto the Kennys well road, the road where Rothe Terrace is situated? The HGV traffic is travelling to and from Bellview port to Grasslands, D Walshe and Sons and Chancellors mills. The current levels are estimated etween 40-50 HGVs per hour. This type and level of traffic is destroying any residential character or setting on this road. The general peace in the area, sleep or study is disturbed, causing great distress. There is increasing infrastructural damage and damage to houses from this extent of traffic

The council have been advised of this situation yet it is not mentioned nor addressed in the city development plan. Please advise why this is.

Please note that Figure 10 .2 in the City Development plan appears to contravene BP order ref 10.HA0014, which makes a condition of approval for the rump CAS that the ring road connection from the Castlecomer road to the freshford road must be completed before phases 2 and 3 of the CAS. Figure 10.2 appears to reverse these priorities, giving the CAS priority. Is it the councils intention to contravene the order or is this an error in the map?

Kilkenny Local Authorities have made significant progress in advancing cycle facilities in the City and environs, I would request that the plan would reflect an aspiration to work with a recognised Cycle lobby group affiliated to a network of National Cycle Campaign Groups to improve cycle facilites, increase awareness and develop education programmes for schools and business throughout the city and environs in order to achieve National modal shift targets set out by the NTA and under the Smarter Travel Programme.

Kilkenny has potential to become a model City for cycling both recreational and commuter. The cycle lobby group will be established before this plan is formally adopted and will be called 'Kilkenny City Cycling Campaign' affiliated to a National network under the auspice of cyclist.ie
